FMS Provider

A Financial Management Services (FMS) provider plays a key role in supporting people who choose to get their Regional Center services through the Self-Determination Program (SDP). We help manage individual budgets, pay for services, and make sure providers are qualified to deliver services.

Self Determination Program

California State law requires that participants in the SDP use an FMS. Sentinel Four operates solely under the Bill Payer Model providing support in many ways including paying service providers, ensuring qualifications and reporting to the participant and regional center to help inform the budget.

FMS Models

We offer our services under three distinct models: the Bill Payer model, the Co-Employer model, and the Sole-Employer model. Each model is designed to provide individuals with disabilities the flexibility and support needed to manage their finances effectively and achieve greater independence.

Bill Payer Model

In the Bill Payer model, the Financial Management Service (FMS) provider assists the participant in managing their bills and expenses. This model is often used by individuals who require assistance with budgeting and paying bills but do not need support staff. The participant retains control over their budget and decision-making but relies on the FMS provider to handle the logistics of bill payment.

Co-Employer Model

In the Co-Employer model, the participant and the FMS provider share the responsibilities of being the employer of record for the participant’s support staff.

The participant retains control over hiring, training, and supervising their support staff, while the FMS provider handles payroll processing, tax withholding, and other employer-related tasks.

This model allows participants to have more control and flexibility in managing their support staff while offloading some of the administrative burdens to the FMS provider.

Sole-Employer Model

In the Sole-Employer Model, the participant assumes full responsibility as the employer of record for their support staff. The participant is responsible for hiring, training, supervising, and managing all aspects of their support staff, including payroll processing, tax withholding, and compliance with labor laws and regulations.

This model provides participants with the highest level of control and autonomy over their support staff and budget but also requires a greater level of administrative involvement and responsibility.
