Behind every successful Self-Determination Program (SDP) participant is a team of dedicated employees — the people who provide day-to-day care, support, and companionship. They are the backbone of independence. At Sentinel Four, we believe that empowering employees with clarity, respect, and compliance is key to building lasting stability for the individuals they serve.
The Co-Employer Relationship
In the SDP, participants or their families often share employment responsibilities with the Financial Management Service (FMS). This co-employer model allows participants to hire and direct their own staff while Sentinel Four handles payroll, taxes, workers’ compensation, and compliance. It’s a partnership built on shared accountability — one that protects both the employer and the employee.
Why Clarity Matters
Many employees enter the program with a passion to help but little exposure to labor laws or payroll structure. Our role is to remove confusion. Sentinel Four provides clear onboarding materials, guidance on timekeeping, and consistent communication so that every employee knows their rights, understands their responsibilities, and feels supported in their work.

By following California labor standards for wages, overtime, and breaks, we ensure employees are treated equitably while participants remain compliant with state and federal law.
